01: Are there any requirements for the time of marriage certificate for surrogacy?

Reply: For surrogacy in Kyrgyzstan, couples need to provide their marriage certificate and get it certified by the Hague. They can handle it themselves or entrust us to do it. There is no requirement for the length of marriage.


02: Do unmarried single women or single men need to provide proof of cohabitation?

Reply: Unmarried women or men need to provide a certificate of singleness and have it certified by Hague.


03: What is the cost of Hague certification and various documents for surrogacy in Kyrgyzstan?

Reply: Depending on the customer group, the number of documents that need to be certified by Hague is also different. Each case needs to be confirmed separately. For example, identity cards, marriage certificates, and certificates of singleness must be certified by Hague in their own country. The Kyrgyz government will recognize the authenticity of the documents. Customers can handle it themselves in China or entrust us to handle it. If documents such as POA are handled in Hong Kong, the fee starts at US$700. If they are handled in Kyrgyzstan, the fee package is already included, so customers do not need to pay separately.


04: Are there any lawyer fees for surrogacy in Kyrgyzstan?

Reply: The attorney’s fee is included in the package fee, and the attorney will be fully involved in the preparation and review of POA and other documents.


05: For unmarried single women or single men, is the mother/father column on the birth certificate blank?

Reply: Single man: Due to system reasons, the mother must fill in the form before the operation can be performed, so single men need to provide female information. Single woman: The father's information can be left blank.


06: Whether Kyrgyzstan can accept external embryo transfer requirements and conditions

Response: Yes, but the process of third-party embryo acceptance and transportation needs to be initiated separately.


07: Can a surrogate mother from a country other than Kyrgyzstan or a nearby country arrange a transplant?

Reply: Yes, you can. After the transplant, you should fly out of Kyrgyzstan immediately, and then fly back to Kyrgyzstan in the later stages of pregnancy to give birth in a Kyrgyz hospital.

Kyrgyzstan can accept surrogate mother transplants from other countries. Surrogate mothers can undergo transplants and give birth in Kyrgyzstan, but the risks of surrogacy are borne by the client and are not included in the package. Special cases will be handled specially.


08: How many surrogate mothers are there in Kyrgyzstan? What are the pre-surrogate mother transplantation examination items?

Reply: Currently, the surrogate mother management company has more than 20 surrogate mothers in reserve and is ready for cooperation at any time. 09: What is the process for the baby to return to China?

Similar to all foreign surrogacy, the client arrives in Kyrgyzstan about a week before the baby is born, obtains DNA, and submits an application for a birth certificate to the Ministry of Justice. After receiving the documents, the client needs to translate and Hague authenticate them, and make an appointment with the embassy to apply for a return travel permit.

Is surrogacy legal in Kyrgyzstan

Reply: According to the laws of the Kyrgyz government, surrogacy in Kyrgyzstan is legally recognized by single people for third-party assisted reproduction. Article 57 Citizens’ reproductive rights

1. Everyone has the right to comprehensive and accessible sexual and reproductive health services as an integral part of health care.

5. Citizens, regardless of their physical condition and marital status, have the right to adopt surrogacy to become parents.



Article 55 Right of foreign citizens, stateless persons and refugees to health care

1. Foreign citizens in the Kyrgyz Republic, stateless persons permanently residing in the Kyrgyz Republic and refugees have the right to health care in accordance with the legislation of the Kyrgyz Republic in the field of health care, basic state and compulsory health insurance in the Kyrgyz Republic and international treaties.



Article 57 Citizens’ reproductive rights

Article 104 Assisted reproductive methods and techniques

1. Artificial insemination (IVF, embryo transfer, artificial insemination) is performed in a medical institution with the written consent of the spouse or unmarried woman. It is not allowed to select the sex of the unborn child, unless a genetic disease is highly likely. Fetal reduction surgery, which involves medical intervention to reduce the number of embryos, is possible if there is a medical indication.


2. Citizens have the right to bear children through surrogacy for medical reasons. Surrogacy may be used only on the basis of a notarized agreement.


3. The contract is signed between the person who wishes/expects to have a child and the woman (surrogate mother) who agrees to implant the embryo to give birth to the fetus and bear the child. If the surrogate mother is married, the consent of her spouse is required to conclude the contract. A healthcare organization with appropriate licenses signs a notarized agreement with the surrogate mother and assumes the obligation to improve the health of the surrogate mother during pregnancy, childbirth and the postpartum period.


4. A surrogate mother can be a woman between 20 and 35 years of age, who has at least one healthy child of her own, has received medical genetic counseling and has provided written informed voluntary consent for medical intervention.


5. The surrogate mother is obliged to register with a doctor in the early stages of pregnancy (up to 12 weeks), to be regularly observed and strictly follow the doctor's advice, to continuously monitor her health, and to comply with the other terms of the contract.


6. The person who agrees to implant the embryo into the surrogate mother shall, in accordance with the contract, bear her material expenses during pregnancy, childbirth and postpartum recovery. For this purpose, a bank account is opened to deposit funds for the surrogate mother's health and other expenses.


7. A person who has entered into an agreement to implant an embryo into another woman in order to give birth to a fetus is recorded in the civil register by the parents at the time of the birth of the child.

Introduction to Kyrgyz Republic

Kyrgyzstan, also known as Kyrgyzstan, is a landlocked country located in Central Asia. Kyrgyzstan borders Kazakhstan to the north, Uzbekistan to the west, Tajikistan to the southwest, and China to the east. Bishkek is the capital and largest city of Kyrgyzstan. As an ancient country in Central Asia, Kyrgyzstan has a history of 2,000 years and has experienced various dynasties and cultures. Because it is surrounded by mountains and relatively isolated, its culture has been well inherited; and because of its geographical location, it is at the intersection of multiple cultures. Although many tribal groups have lived in Kyrgyzstan for a long time, there have been invasions and rule by foreign forces from time to time. It was not until 1991, after independence from the former Soviet Union, that Kyrgyzstan became an independent nation-state.


Kyrgyzstan is currently a member of the Commonwealth of Independent States, the Eurasian Economic Union and the Collective Security Treaty Organization; it is also a member of the Shanghai Cooperation Organization, the Organization of Islamic Cooperation, the Turkic Parliament and the International Organization of Turkic Culture.


The population of the Kyrgyz Republic is 7 million. The main ethnic group is the Kyrgyz (Kyrgyz in China are called Kirgiz), and the rest are Uzbeks and Russians. Kyrgyz is the national language, and Russian is still widely used as the official language under the influence of the Russification policy of the first century. 64% of the population are non-sectarian Muslims. In addition to Turkic culture, Kyrgyz culture also accommodates and is influenced by Mongolian, Persian and Russian cultures.
